The Pennsylvania Department of Environmental Protection (DEP) sewage facilities program implements the Pennsylvania Sewage Facilities Act (Act 537) by addressing existing sewage disposal needs and preventing future problems through the proper planning, permitting and design of various sewage facilities. (More information on the Act 537 program is available on the PA DEP website.)

According to the Pennsylvania Association of Sewage Enforcement Officers website, a sewage enforcement officer (SEO) has received training through the PA DEP and has been certified by the Commonwealth.  SEOs review applications, issue permits and inspect the construction of on-lot sewage disposal systems.  They also conduct investigations and prosecute violations of the Pennsylvania Sewage Facilities Act and review and approve planning modules for subdivisions of property and creation of new land developments.  (More information about SEOs is available on the PA Association of Sewage Enforcement Officers website.)​
